 * Hi Valerie,
 * I found out what I did wrong yesterday. I had a shipping rate for Local Pickup.
   With that selected the tax rate was the store base address and not the customer
   address.

 * Hi Paul,
 * I uninstalled Woocommerce Services and Jetpack and reinstalled them again and
   still have the problem with incorrect taxes. I am using the Avada theme which
   is up to date. All plugins are up to date as is WordPress and PHP v7.1.
 * Any idea of what is causing the locked in 8.375% rate. I tested with other states
   and still get that rate.
 * Is there a table in the database that needs to be cleared out?

 * Yes “Enable Automated Taxes” was selected when we were testing. When I removed
   the NY row and tried testing again with a 10566 zip code, it was inserted automatically
   with the 8.375% rate.
 * Another odd thing I had a problem with was importing a CSV file with some rates,
   even with Woocommerce Services disabled. The imported rows were missing city 
   and zip code fields and an “*” was there in their place. I disabled Jetpack and
   imported the CSV again and all fields were there including city and zip.

 * For 10566 I am getting 8.375% when it should be 7.375%. In White Plains, NY the
   tax rate is 8.375% for 10601, 10602, 10603, but 10604 is 7.375%. I am getting
   8.375% for 10604 too.
 * I have another site I manage for a client and all tax rates are correct for the
   same zip codes.
 * The one I am having a problem with is on a subdomain and under development, no
   SSL.
