 * I found the error.
    I cleared the server-side cache and moved a custom html block
   out of the header area. I don’t know why that made it change, but it is now working.

   When I am in customize, that is the link it is set to when I am within WordPress.
   but when you click it, it goes to the old link.

 * Thanks for the quick response.
    I have a clarification question – Does this mean
   that updating the menus -particularly the CTA is at the theme level. I was able
   to update the regular header menu, but this CTA and also a form in the footer
   seem to be resistant to edits and updates.
 * The fun thing is that the organization that built it is no longer supporting 
   this type of work…
