After much troubleshooting, we figured through the server error logs that the issue was coming from a plugin called Social Warfare. Not sure if this is the ultimate solution, but it was for us. The plugin itself doesn’t have an option to do this, but since the plugin uses the default WordPress functions, you can select the “open in new window” checkbox. I was unable to replicate the issue in Firefox.
