 * Apparently changing all the file permissions in all folders and then changing
   them back to what they were originally fixed my problem. I’m kind of wondering
   if someone was able to gain access to the website and change the file permissions.
   This all happened after I installed and app and came back the next day.

 * so the goal in doing so is to manually reinstall the WordPress version in order
   to fix file permissions?
