 * I was wondering how users were entering things as well outside of the dropdown.
 * I figured it out, was an issue with paypal express checkout plugin I was using.
   It was sending the province back in a different format.
 * Not a woocommerce issue that I can see, sorry for the bother. Thanks for the 
   quick reply.
