Using this plugin, you can resize and also add a negative margin.
I request that instead of adding a negative margin, you can opt to customize the design because it may cause issues in the responsive design.

To enable multiple size charts, you can create multiple size charts within one language and assign different names such as EN-Size, DE-Size, US-Size, etc.
The product attachments always save with the Size Chart ID, so if you have configure the WPML settings to create size chart per language then it will auto allow to create language specific charts.

The problem could be the loading of all articles. Please check how many total articles you have on your website.
To check the exact issue that is causing it, please check the error log.
Add the following one-line code to enable the log.
define( 'WP_DEBUG_LOG', true );
The debug.log file, which can be found in the wp-content directory, displays the error log.
