 * Might not be browser cache but a server-side cache you might not know you have:
 * If the Jetpack plugin is active, check to make sure this setting is OFF:
 * Jetpack > Settings > Writing > Media > Speed up images and photos
 * I was having this problem, and turning off that setting solved it.
