 * I tried to open C:\Wordpress\wordpress\wp-admin\install.php with IE and got the
   same result. the
    file Download window appears with the open/save/cancel & another
   File Download window behind that says ‘getting file info’ with a progress bar
   and the icon that shows papers going into a folder but no progress occurs
