Ok turns out my hosting company doesn’t allow using outside emails to send from. however they gave the host name I should use. I put in the info they gave me and it now reads:
Test email was successfully sent. No errors occurred during the process.

The problem does not appear to be with my hotmail or gmail accounts since the pass telnet tests, and ping properly. I can’t find anything to do with firewalls on my Plex server or in wordpress
