   Apologies for the
   delay. I’ve actually managed to solve the issue and no longer need support, but
   for the sake of posterity, will explain below.Ultimately, I’ve realized this 
   was partly user-error and possibly an odd interaction with LS Cache + GeneratePress
   theme.I’ve confirmed that on a fresh install of WP with _only_ GeneratePress 
   theme, `/wp-includes/css/dist/block-library/style.min.css` does not load.Installing
   and enabling LiteSpeed Cache plugin causes `/wp-includes/css/dist/block-library/
   style.min.css` to load.I could not reproduce this behavior on Twenty Twenty Five
   or Twenty Twenty Four themes.It turns out however that my functions.php code 
   above was not running correctly – now that I’ve rectified this, the .css does
   not load with _both_ GeneratePress theme + LiteSpeed Cache plugin, as expected,
   and I am happy.If you would still like me to provide a Report ID (and a test-
   environment login where you can reproduce the issue) for your own exploration,
   let me know and I’d be glad to.Thanks kindly for your prompt response. I will
   mark this as resolved for now.
