 * I’m happy to report that the issue is now resolved.
 * The fix was changing the **Dynamic blocks** method from _“Server-side using W3
   Total Cache”_ to _“Client-side insert”_ in Ad Inserter settings.
 * After making this change and re‑enabling caching, the ads are now visible to 
   all users (both logged‑in and visitors).

 * Thank you for your response.
 * I have now done the following:
    - **Enabled remote debugging** in Ad Inserter settings (Debugging tab).
    - **Disabled all caching** plugins.
 * After disabling caching, the ads now do not appear even when I am logged in as
   an administrator.
