Do you use the same theme version on your local server and live? Do you use any other plugins? Do they have any issues? Or maybe you modified theme files? When you login as administrator you can see in admin bar (at the top of the page) there is fixed messege “Maintenance is On”. Try to update WPML, Maintenance and WordPress to the last versions.
