You can install [WP Mail SMTP](https://wordpress.org/plugins/wp-mail-smtp/) and use its test feature in order to see if email can be sent from your site in general. Finally delete those compressed plugins( make sure you don’t delete WordFence) then ask WordFence to re-scan your site. * If you don’t see any issues reported then its something related to your plugins so upload them one by one and scan your site in between, that way you can spot the faulty plugin. I suggest to whitelist your IP(under other options), save and try again. That will work if you have a static IP if not once your IP changes you will get blocked again.
