I implemented a workaround of sorts. I just increased the airmail shipping weights by $2.50 per 230g on the basis I can just mail 2 packages if needed and take a small hit on the fixed cost. I would still like to understand why this doesn’t work as expected though. * It does look like I’m using a plugin for the weight based shipping: “Weight zone shipping for WooCommerce” by Oik.
