1. Verify your database has the Table and Index permissions along with Create, Drop, and Alter required to create these tables in your database: wp_yoast_indexable, wp_yoast_indexable_hierarchy, wp_yoast_migrations, wp_yoast_primary_term. If you are not sure, your host provider can help.

I have followed the steps (except 4, I don’t have a premium version) and the error was the same:
Yoast SEO was unable to create the required database tables and therefore will not function properly.

From the hosting support they indicated that the error is this:
[29-Apr-2020 05:40:13 UTC] Error Unknown collation: ‘utf8mb4’ from WordPress database for query […]It seems that the problem isn’t of permissions but of encoding.

After opening this post I continued investigating and found another post where the cache was mentioned. I tried to exclude that page and voila! The counter was already working as expected.
I wanted to test again today, several hours later, to confirm that everything was still ok and to confirm that this was the problem.

The rows that refer to the url where I configure that code are only attempts that resulted in success (answer 200) but not those that generated error 403 (there isn’t such error generated by my user in the list).
