 * I got it working! I happen to be using SiteGround as my hosting provider. It 
   was an issue of the new SG Optimization plugin having the JavaScript optimization
   set to “Defer Render-blocking JavaScript” toggled to ON. .. so I am guessing 
   [@nathaniel45](https://wordpress.org/support/users/nathaniel45/) that it has 
   something to do with DO NOT Defer Render-blocking of your javascript.

   that was exactly it, though more of an optimization of caching files on the server
   side. in this case I did not want to defer render-blocking.

 * I am getting the same error.
    My settings are for v3 in both google captcha dashboard
   and the wordpress plugin (ultimatemember settings) which is a new installation.
   I have deleted the keys and generated new ones, twice, and still not working.
