 * Looks just like my dashboard except that under Appearance the plugin button isn’t
   there.
    I thought maybe I could upload a plugin from the widget area but NOPE!

 * This is a word press.org site. Self Hosted.
    And yes the plugin anything area.
   There is not mention of a plugin anywhere in the entire dash board or anywhere
   else. No way to link to one or anything.
