Apparently since I had WordPress multisite, when I was running it on localhost, I had to specify one of the table prefices for wp-config, and the generic format wasnt enough since the generic format seemed to get a suffix with a number for each site within MU. * I did that, then adjusted the wp_options for one of the sites, and got the login screen.
