 * It appears the issue is not tied to the WordPress version at all. Instead, the
   theme does not appear to be correctly accounting for the assignment of a primary
   menu. If I do not assign a primary menu, the submenus show correctly. If I create
   a menu and assign it as the primary menu, then the submenus are not being displayed.
 * Any workarounds?
