The general settings weren’t taking effect because they were being overridden by the settings in the widget itself. Images are still “cropped,” but I can live with that for now. No changes are being updated at all after I save them. But you can visualize that there are 5 or 6 related posts being displayed after I’ve set the number to 4. The size of the thumbnails is also not changing whether I set it to rectangle or thumbnail. And of course the cropped images still remain.
