I just tried it on a fresh WP install using the Twenty Twelve theme and I’m still getting nothing when clicking the “Select Banner” button. In my Apache vhost configuration for SSL, I had an incorrectly specified directive. Looking further into the wp- config.php settings, I saw that I had FORCE_SSL_ADMIN set to true – really, I would be ok with just having SSL for logins, so I set it to FORCE_SSL_LOGIN instead, but I’m still having the same issues.
