 * So is there a solution? I have come to a stop with developing this site if I 
   cannot get this to work?

 * It is not working but you have “theme_setup_data.php” mentioned twice in your
   instructions above… should I be editing 2 or 3 files?

 * I deactivated all plugins (this is a new site so there are not many installed).
   The problem remains

 * I have the same problem. I tried replacing the code but it is not fixed
