I.e. Your Homepage displays: then you’ve got options of Blog posts or a Static page.
Just click on Static page and select your homepage in the dropdown menu. Then Save it at the bottom.

How have you done it before?You can inspect the elements on a page using Google Developer Tools and change the values. Once happy copy the CSS and add it to your Stylesheet.
You should also be using a Child theme so that if the main theme gets updated as you will lose these modifications.

Are you logging in as an Administrator?If these are still missing, is it a plugin that has switched them off?
You can change some of these settings in the functions file. Try looking at this file in the theme via cPanel.
What if you change the Theme? You can change the current one via cPanel by renaming it and it should revert back to a default WordPress theme if they exist in the theme folder.

You can delete the plugin by logging into your cPanel then go to File explorer and the plugins folder.You also have quite a few error according to Google Chrome Developer tools that will need fixing.
Also you have an SSL certificate installed that is not trusted and mixed content issues.
Fix the errors and see if that fixes the problems.
