 * Sorry, it is not an RFP. Just wanted some suggestions on methods. I do appreciate
   the wisdom shared here. I am still a novice and this project is going to impact

    Thank you so much for the quick reply.
 * Yes to subscribe at the levels you listed. And the only other would be to place
   a comments count at the issue display level without having to go into the topic.
   If possible, you could separate total comment count versus new comments.
