please do the following.

Log-in to your backend and navigate to Appearence -> Editor.

Then select the Twenty Twelve Theme (right-top).

Open the content.php of the Twenty Twelve Theme and search for the following code:

<div class="entry-summary">
<?php the_content( __( 'Continue reading <span class="meta-nav">&rarr;</span>', 'twentytwelve' ) ); ?>
		</div><!-- .entry-summary -->

Replace this with the follwing code:

<div class="entry-summary">
<?php the_excerpt(); ?>
</div><!-- .entry-summary -->

Btw: If you haven’t, you should create a child-theme where you do these changes because updates of the Twenty Twelve Theme can overwrite your changes.

Now put the found code above after the following code:

			<h2 class="site-description"><?php bloginfo( 'description' ); ?></h2>
		</hgroup>

Then the new code should look like this and the header image should appear under the description and above the navigation:
