 * I have unassociated Excel from any spreadsheet files so that it is not a default
   for any of them, I’ve created the file in OfficeLibre, when I save it I do so
   with the following parameters: Text CSV (.csv), The field delimiter is a comma,
   The text delimiter is quotes, The “Quote all text cells” is checked (though I’ve
   tried it both ways.
 * I still get the No user was successfully imported, please check the error log
   message.

 * Thank you Ryan.
    I looked in the Admin and User Roles editing and cannot see 
   anything that relates specifically to giving or restricting access to plugins
   in general or a specific plugin.
 * I keep thinking that I cannot be the only person who wants this type of functionality
   so I’m missing something.
 * Custom coding does not seem to be a user friendly method specifically for the
   reason you mentioned, it would have to be reapplied every time an update to the
   site is done.
