Saga, why do you want users to subscribe to your site, but not be allowed to have a user account or a profile page?
Out the dozens of membership plugins, why would would you choose the best one to do exactly the opposite?
So, do you just want users to be registered in your DB?

Had any new updates lately? did you do the standard trouble-shooting procedure?
did you back up your sql files via something like PhpmyAdmin before you deleted UM entirely? Did you import Sql data base back up after? Otherwise, you shouldn’t be having these problems even after re-installing UM.

That should tell you that the UM permissions function work just fine and that there is nothing wrong with your UM plugin.
At this point I recommend you do the standard troubleshooting procedure…
