 * You could perhaps create a subdomain such as dev.yourdomain.com and install a
   fresh WordPress there. Then when you are ready to deploy the new site just move
   it to the root domain.

 * Well worth reading the link posted by songdogtech and then when you’re ready 
   you can head over to the “[famous 5 minute install](http://codex.wordpress.org/Installing_WordPress#Famous_5-Minute_Install)”
   and follow the instructions there. It’s actually simpler that it at first might
   seem, at least once you have the fundamentals in place such as a server (or hosting
   account) to install it on and an FTP application to upload the files.
 * However, if you have a standard hosting account somewhere which also includes
   some kind of web based control panel (cPanel for example) there’s a good chance
   you will find a button somewhere on that panel to install WordPress for you –
   then you don’t need to upload anything, just click the button and off you go!

   so check with your host if that is available as it will save you a bit of time.
