   my site ended up being that WooTax needed to be upgraded. I would check to confirm
   that you don’t have any ancillary plugins that need to be upgraded due to the
   latest release of WordPress or WooCommerce! Good Luck!

 * I am also experiencing this problem! Before looking here, I tried it in 3 different
   browsers, as well rebooted my machine, cleared my cache, and deleted and re-installed
   the plug-ins. I noticed that in all browsers, it now opens a new TAB, rather 
   than a pop-up window as before.
 * Any help would be greatly appreciated!

 * It turns out this was caused by a plugin problem.
 * I renamed the plugins directory, created an empty plugins directory, and then
   it began working again. Apparently, the plugin in question wasn’t truly disabled
   by de-activating it.
 * Then I added the plugins back into the plugin directory one at a time until I
   found the plugin causing the problem.
