Could you please make sure that import site (new site) has the same DB_CHARSET and DB_COLLATE in wp-config.php as in your export site? If not, please adjust them and re-import the website.

I would recommend to re-install the plugin or create empty file deprecated.php in the plugin’s directory. For some reason, it could be network connectivity issue or file system (permissions) issue, deprecated.php file was not created during your installation and that’s why you see this error.

You need to make sure that database on destination site is UTF8 charset. You can check that via PHPMyAdmin in your hosting control panel and then re-import the file.

You can manually configure DNS record locally via your hosts file. Let’s say that the new domain is example.com and IP address is 1.1.1.1, what you need to add in your hosts file is a record like that:
1.1.1.1 example.com
Then you can import the website, do some tests to see whether everything is OK and then switch the real DNS record to the new website and remove the local one.
