 * I may be a bit late but I figured it out, or at least it works for me. I added
   the PDF via the upload media option.
    Once I have inserted the link into the 
   post/page I select the HTML tab and where the link ends i add `target="_blank"`
   example of this at use: `<a href="http://www.quackit.com/html/html_help.pdf" 
   target="_blank">New Window PDF</a>`
