 * In the Network Settings for the multisite I do not have the “Allow site admins
   to change settings” option.
 * On that thread you have linked, andresgrossmann did say that you first had to“
   Network Enable it”. By this do they mean that I have to Network Activate the 
   plugin?
 * We don’t want to network activate the plugin on our multisite as we want to encourage
   users to use the Block Editor. Currently on our multisite users have to email
   us and we will manually activate the plugin on individual sites. Users do not
   have the ability to activate plugins on their own.
 * Is the only way to allow users to swap between the Classic Editor and Block Editor
   to network activate the plugin on every user’s site?

 * I’m not sure where to find the Classic Editor Settings or if they are different
   than the Writing Settings but the option to allow users to switch editors is 
   not appearing in the Writing Settings for a specific site. I only get options
   for Formatting, Default Post Category, and Default Post Format.
