 * I realize it was my error causing the problem. I moved the wp-snapshots directory
   from one site to the other and tried to run the installer from the sub-directory
   instead of moving the archive and the installer to the root directory of the 
   new site. Once I did so, everything worked as expected AND worked after I completed
   the migration.
