 * Found the reason. It turns out that if you enable lazy loading, permalinks to
   comments stop working.

 * As I wrote above, the wpDiscuz plugin does not affect the comment editor. This
   is most likely a problem in the WordPress engine itself. After disabling the 
   plugin and clearing the cache, target_blank still disappears.

   I will continue to work.

 * Can this be done without third party plugins? The problem is that the wpDiscuz
   plugin deletes, in the WordPress comment editor, this same target_blank insert.
   In a good way, I would edit such links manually, since it’s difficult to organize
   it in the form, but there’s no way here either(
