Are you using a CDN? I was having the same trouble with curl error 28 once I got passed the other errors due to conflicting plugins (like WP All Export and iThemes security). It may be php.ini config – I listed out the changes I made to it and eventually got it (it was Host Gator by the way). Did you disable other plugins? There are a list of known plugins that will conflict with Jetpack. Did you try to deactivate, uninstall, then reinstall the plugin? Where are you hosting the site? A deactivate/uninstall of the plugin has helped some people as well.
