I use the function of this plugin to automatically insert it to all pages. As I understand it, the table of contents should then always appear at the top of the page, not as in your pictures but as the first above everything else. Above “Number 1”. Now I have edited two of these pages and changed a few headings, nothing els. After saving the table of contents was suddenly displayed correctly, i.e. at the beginning. I just tested again. I don’t know how long it should took to trigger the process, I have set cron to run every minute. Maybe I waited not long enough.
