The other plugin is Google tag manager. It has Google Tag Manager ID starts with GTM- and 7 nubmers/letters after “-“, I think it’s different thing and for something different. In the plugin in GA Tracking ID I inserted google property ID number. 2 days passed and still google ads says “Upgrade to a Google Analytics 4 property”.
