However, you may try to reinstall an unedited copy of 2013 theme and deactivate all plugins and see if the problem still persist.

In reply to: Redirect loop or 404 issuesAs the problem is limited to only selective users, it is NOT a problem with your WordPress setup or plugins. The problem is more likely related to the ISP or the typical devices used to access to your site.

Do you have a recent backup of your database so that you can restore if anything goes wrong? BTW, always keep backup of your site before attempting database repairs.

In reply to: Can't upload photosYou have to change your file and folder permissions at your server. Your hosting provider may help you if you cannot do it yourself.
Try changing permissions for wp-content directory to 766. If you still have errors, try 767, 775 or 777. Once you can upload images, change permission for wp-content back to 755 and check if everything still works fine.
