z-index and registration form

Please tell me where you can register “z-index 9999” for the pop-up registration form (for non-registered users). This form is located under other elements when activated. Well, or disable this form completely, that is, give permission to add bookmarks for unregistered users. Thanks!

Please tell me where to insert this code? Inserted in additional styles and function.php. Clearing cookies and cache. But it’s better, now only links are above the entry page. As if the upper part of the field is normal, and the lower one is transparent. Is there another way to make an entry window above all the elements?
