“you can’t do this” When creating new user

    Good afternoon. I am running into the following issue:

    When a new user comes to create an account, after answering the questions and providing proper credentials they are told “You are not allowed to do this”

    The only time a user can be created is if I am logged in as admin and create a user myself.

    Yes I have anyone can register checked off in settings.

    Can anyone help with this.
