If the metabox is only partly loaded (the titles are, the rest is not) – then there is conflict somewhere. That can be a theme or plugin conflict that causes Javascript error(s) and therefore Yoast SEO can’t load as well.
Have you been able to find a Javascript error in your browser console? You can read how to find any with the steps here: https://yoast.com/help/how-to-find-javascript-errors-with-your-browsers-console/
If you don’t see any errors in the browser console, the next step in troubleshooting this would be to do a conflict check with the Health Check & Troubleshooting plugin. With this plugin, you can see what combination of theme and plugins the issue occurs. You can find the information for this here: https://yoast.com/help/how-to-check-for-plugin-conflicts/

I have already done both, no JS error and done the Health Check plugin as well and the issue still persists. what can be done to resolve this?

So the issue also persists when Yoast SEO is the only active plugin and with a default theme such as Twenty Twenty? In that case, that’s odd.
You can also try to reinstall Yoast SEO. Deactivate and remove the plugin and then reinstall it to see if that helps. When you do this, you are not expected to lose any configuration or data as that is all stored in your database.

Hello @jeroenrotty it’s gone again, I am afraid,
I need the IP linked to the Yoast SEO plugin to ensure the services are whitelisted on Sitelock which is causing the conflict, can you assist please?
We have no fixed IPs to share, if necessary to whitelist it – we recommend doing a whitelist on the domain name *.yoast.com.
On another note after tinkering a bit more:
There should be no need to be an exclusion. First and foremost: Yoast SEO free does never connect to our sites. It is most likely that SiteLock/Imperva is enhancing/changing our Javascript files. Hello! ok, that’s strange, so who shall whitelist *yoast.com? Sitelock or my host server?
I want to upgrade to premium but with this never-ending issue of the meta bar disappearing, I am not that sure is a good idea.
I just changed my reply with more information, please have a look.

Yes, most likely. As Premium is an addon to free, the free plugin also remains on your site and can be affected by their changes. If you look into the Github thread – more specifically here: https://github.com/Yoast/wordpress-seo/issues/17579#issuecomment-969972130 – you see someone using the Sitelock/Imperva setup as well and was able to exclude the wordpress-seo folder in it which fixed the issue for them.
