WYSIWYG, links order

Hi,

I have two questions.
First – how can I change te ordr of tabs in Admin Panel.
When you click Write or Mange in submenu there is always open Post first. Can I change it wit Page? (FULL CMS)

And second thing how to add in Visual editor extra links that will add h2, h3 etc..
?????
