    How can i change this value?

 * Your local publication time stamp is converted to universal time (GMT or UTC)
   for use in the sitemap. The +00:00 is there to tell search engines that the time
   stamp should be treated as universal time.
 * There is no option to change this.
 * By the way, the `<pubDate>` tag is not part of the XML sitemap protocol. Are 
   you maybe talking about the date in your normal RSS feed?
