    I’m having some issues with Woocommerce (3.0.7) when using different tax rates & shipping methods.

    I have four different tax rates
    (1) State Tax, for customers in our state but outside our county/city limits
    (2) County and City Taxes 1
    (3) County and City Taxes 2
    (4) Everyone else

    I try different local, in-state and out of state zip codes and it works just fine.
    It calculates the taxes for people in our state, but outside city/county limits.
    It calculates the state, county and city taxes for the local zip codes.
    Finally, it shows $0 tax for addresses out of our state.

    Good right? Well, yes, until I add shipping methods:
    (1) Local
    (2) Everyone else

    When I first try to place an order everything works just fine. Then, let’s say I forgot to add something to the cart and click on any website link to continue shopping.

    When I go back to the shopping cart (whether I add any extra items or not), Woocommerce, for some reason, automatically adds our state tax to the total. At this point, no matter what address, state or zip code I use, it will continue adding the state tax. In other words:

    For in-state addresses: it adds the state tax (as it should be I guess).
    For local addresses: it adds the state tax but not the county or city tax.
    For out of state addresses: it also adds the state tax (although it should be $0 tax).

    The shipping methods do update accordingly depending on the address I enter.

    Any ideas?
