It seems that the JavaScript that runs the carousel is running too late. It’s running after a couple of dozen other scripts, seconds after your page has loaded.
Do you know if this is intentional? It could be.
Do you know who set your site up for you?
The site was downloaded from one of the scout resource site. I have played with a few things. So it could well have been me that has put it in the wrong place.
How do I go about moving the carousel?

The JavaScript file that’s loading the slider needs to be moved – which is different from moving the slider you see on the page. Did you add that JavaScript file through a plugin? Or was the slider already there ready for you on the theme?
No the slider is run by a plugin that I downloaded and I added the shortcode into the php file. I must admit I know nothing about java.
The wrapper seamed initialy to work fine. but as I built on the theme to get it to what I wanted it to do it went a little screwy. I could if you want copy and paste the php text to show you where it sits if that makes sense

How significant is the issue when you deactivate your eventsplus plugin?
It was still happening before I added the events plus plugin. However I have just tried it and I still have the same issue.
Maybe I need to look for a new slider plugin
