wrapper or API for wordpress

    Hello everybody!

    I am a beginner programmer with wordpress. I want to create a WebPage that allows me to create blogs, users, publishing comments, etc. from it.
    I need an API or something to “instruct” wordpress to do these things.
    Can this be done? What should I use?

    Why do you need an API? WordPress already does all of that.
