Same issue with my site as mentioned by @trdentist. I have the following download settings:
1. Must Agree with Terms
2. Enable Captcha Lock
After the latest update today, clicking on “Must Agree with Terms” does nothing! I have found its temporary solution by simply disabling the “Must Agree with Terms” option. Now although my downloads are working with the only enabled option of “Enable Captcha Lock” but this plugin is no more reliable for me as it could break the downloads any time 🙁

Thats very big problem but creator do not solve this. I am starting to find other download plugins.
The current problem is in the “Must Agree with Terms” feature. If this is resolved, the rest seems to be fine.
Another problem is that the css settings that I changed in the previous version have now been restored. I guess the user finite shifts go away when the version changes.
The service conditions that need to be solved now are acceptable. Because this is a very necessary situation.

Hi,
The latest version 3.1.0 is backward php version ( 5.6 ) compatible now. However, we found a few other minor issues, a new update coming within next few hours.
