If you have a backup from before repair and optimization, extract that record from backup and use it to replace the current flawed record.
I assume that’s not possible or you wouldn’t be here. To what theme or plugin do these options belong to? The “bj” is an important clue towards identifying the owner. Try asking in that module’s dedicated support channel for suggestions.
If that doesn’t pan out, you could start over with the module. You’ll lose all previous option settings. Before doing this, make a backup of the DB you currently have. Deactivate the related module. Rename the wpbj_options field so the module cannot find it where it’s expected. Reactivate the module and set the options all over again.
