WPADMIN Bar CSS Missing

    On a recent upgrade to 3.4 the quicklink bar in the dashboard is not showing properly. Content is there (links) but the styling is not which makes me think that the CSS file is somehow missing.

    I’ve manually updated to 3.4 – the only difference between this install and the 50 others I run is that this is on Windows instead of Linux.
