Correct, only a blank line will appear if you use the wp yoast index
command on a site that has already had all the pages indexed by Yoast SEO.
Just to make sure we understand the problem, do you mean that “Start SEO data optimization” button still appears when you go to SEO > Tools after you’ve used the Yoast WP-CLI command? Do any errors appear if click the button?
Yes, “Start SEO data optimization” button still appears when I go to SEO > Tools even after I’ve used the Yoast WP-CLI command.
No errors. It starts optimizing. It’s been a week I’m trying to finish this. I feel like Donald Trump at elections, a hopeless case…

We’re sorry to hear that the ‘start SEO data optimization’ button still appears even if you’ve already completed the indexables via WP-CLI.
Would it be possible for you to try and reset all of the processes using the Yoast Test Helper plugin?
Here’s what I did step by step.
Installed Yoast Test Helper and clicked on Reset indexables tables & migrations
After that, I went ahead and ran wp yoast index command via SSH.
This time, the process completed. But after coming back to SEO > Tools, there is still Start SEO data optimization and when I click on it, it starts optimizing.
After all that, I clicked on reset internal link counter, and reset prominent words calculation buttons.
Ran wp yoast index command via SSH again. Nothing. As if there is nothing to optimize.
Came back to SEO > Tools, there is still Start SEO data optimization and when I click on it, it starts optimizing.

If the “Start SEO data optimization” button reappears even when the analysis completed successfully, there may be an item (i.e. a post or term) on your website that hasn’t been or couldn’t be processed.
Also, does this happen when all non-Yoast plugins were deactivated? If yes, it’s something specific to your WordPress database.
For instance, a table may contain an entry for a value that doesn’t exist in the table, probably, because it was manually deleted from the table directly instead of from the WordPress admin panel.
